1.1 Terms and Conditions
1.1.1 Foreign citizens are hereafter referred to:
- individuals who are not citizens of the Russian Federation and have a prove of another state citizenship (nationality) status (including citizens of the former USSR republics);
- individuals who are not citizens of the Russian Federation and who do not have prove of citizenship (nationality) status of another foreign state;
1.1.2 Foreign citizens (including citizens of the former USSR republics) endorse admission policy to AltSTU:
- in accordance with the provisions of international agreements;
- in accordance with federal budget quota limits introduced by Russian Federation Ministry for Education and Science;
- in accordance with long-term direct contracts with AltSTU that offer full tuition on commercial basis in compliance with general admission policy.
1.1.3 Admission of foreign students to state-funded programs is offered:
1.1.3.1 In accordance with quota limits established by the Government of the Russian Federation in accordance with Russian Federation Government directive N 638 «As of cooperation with foreign countries in the field of education» dated August 25th, 2008 (Legislative Acts of the Russian Federation, 2008, N 35, art. 4034) are introduced in the federal state education institutions for higher professional education by Russian Federation Ministry for Education and Science.
1.1.3.2 In accordance with equal rights and opportunities Act for the citizens of the state-members for the economic and humanitarian integration development treaty (Republic of Belarus, Republic of Kazakhstan, Republic of Tajikistan and Kyrgyzstan) dated March 29th, 1996, admission requirements to enter state education institutions for higher professional education under Russian Federation directive N 662, June 22, 1999 (Legislative Acts of the Russian Federation, 1999, N27, art.3364), other international agreements of the Russian Federation and articles of intergovernmental agreements with the Russian Federation.
1.1.3.3 In accordance with State Compatriot Program assisting living abroad compatriots to voluntarily migrate to the Russian Federation and overseas compatriots, certificate-awarded to participate in the State Compatriot Program and approved by President of the Russian Federation Decree № 637, dated June 22nd, 2006 (Legislative Acts of the Russian Federation N 26, 2006, art. 2820) to enter state and municipal education institutions for higher professional education.
1.1.3.4 In accordance with Federal Law № 99, dated May 24, 1999 «As of state policy of the Russian Federation towards compatriots living abroad (Legislative Acts of the Russian Federation N 22, art. 2670,1999; N 22, art. 2031,2002; N 35, art.3607, 2004; N 1, art. 10,2006; N 31, art. 3420,2006; N 30, art. 3616,2008) to enter state education institution for higher professional education.
1.1.4 Admission for foreign citizens specified in Admission Policy subparagraphs 1.1.3.2 — 1.1.3.4 of paragraph 1.1.3 to enter education institutions is merit-based and offered only in state-funded programs if otherwise specified in the legislation of the Russian Federation. If foreign citizens are qualified for merit-based admission to study in state-funded programs, application for admission shall be submitted until 05.07.2013 and entrance tests adequate to National State Examination (EGE) passed.
The above foreign citizens specified in subparagraph 1.1.3.1 of Admission Policy paragraph 1.1.3 are accepted in AltSTU without prior testing if referred by Ministry for Education and Science.
1.1.5 Foreign citizens applying for admission in Bachelor degree program or specialist qualification program shall submit an education document issued in a foreign state which is recognized and equivalent to high school general (comprehensive) education in Russian Federation or intermediate (secondary) professional education. For training purposes under programs for Master degree, a foreign document, recognized and equivalent to a Bachelor degree diploma or diploma of specialist in the Russian Federation is required for a foreign citizen to qualify.
Foreign document validity recognition and equivalency for foreign citizens applying to study the Russian Federation is waved if:
- documents meet the state standard introduced in high school general (comprehensive) education which is in accordance with international standards of recognition and equivalency;
- documents are in the name of compatriots living abroad and of foreign citizens applying for AltSTU who fall into quota limits, established by the Government of the Russian Federation for their further education in Russia.
Regardless document validity recognition and equivalency, the Russian Federation grants admission to foreign citizens who hold documents for high school general (comprehensive) education given by education institutions in the following foreign states: Republics of Azerbaijan, Kyrgyzstan, Abkhazia, Armenia, Belarus, Kazakhstan, Moldova, Tajikistan, South Ossetia, Turkmenistan and the Ukraine.
1.1.6 Foreign citizens are admitted in accordance with Admission Policy to AltSTU in 2014.
1.1.7 All other admission related provisions fall into AltSTU Admission Office competency. The current Admission Policy is subject to change in relation with introduction of a new edition of Admission Policy and other legislative documentation that regulates admission of foreign citizens.
1.2 Application submission
1.2.1 One has to apply in person in order to be enrolled in the first year of study as a foreign citizen. Application for admission to an education institution is held in Russian and an applicant has to submit the following documents:
- valid original documents and transcripts (if applicable) issued by a foreign state education body (authority) which are in compliance with paragraph 1.1.5 of the present Admission Policy;
- certified translated copy of an education document and transcripts in Russian issued by a foreign state;
- academic counseling given by Regional Center for International Cooperation AltSTU to a foreign citizen who holds out-of-state education documents which are subject to credential evaluation;
- a copy of the document proving the identity and status of a foreign citizen in the Russian Federation in accordance with article 10 Federal Law № 115-FZ, dated July 25th, 2002 «As of a legal status of a foreign citizen in the Russian Federation» (Russian Federation Legislation № 30, item 3032,2002);
- a copy of their entry visa to the Russian Federation if foreign citizens enter the Russian Federation on the entry visa;
- 6 photos, 3×4 sized.
All translations in Russian are to be completed in the first and last name of a foreign citizen as printed on his/her entry visa (if applicable).
Foreign citizens seeking admission who fall into quota limits introduced by Russian Federation Government directive № 638, dated August 25th, 2008 «As of cooperation with foreign countries in education» (Russian Federation Legislation № 35, item 4034, 2008) shall give a proof of reference by Russian Federation Ministry for Education and Science.
1.2.2 Foreign citizens who apply for admission under individual contracts shall submit in addition:
- original contract signed by a foreign citizen that states his/her status of a foreign citizen and lists financial aid documents to study at AltSTU in Russian Federation;
- document (receipt) that serves as proof of the first tuition payment received under the terms of the contract.
1.2.3 Foreign citizens seeking for admission under the terms of the contract through the third party shall submit in addition a registered transfer record statement with payment arrangements and due dates, signed by a head of the third party agency.
1.3 Competition and Enrollment
1.3.1 Applicants to the university under federal budget funding may be enrolled without entrance tests, non-competitively and competitively for targeted and public-funded programs.
1.3.2 Admission calendar for those pursuing Bachelor degree programs and programs aimed to train specialists for higher professional education:
- From June 20th till July 25thfor applicants, foreign citizens who aim at public funded training programs with entrance tests based on EGE-2014 scores;
- From June 20th till July 10thfor applicants who take merit-based entrance tests held by AltSTU independently (only for self-paying foreign citizens);
- From June 20th till August 20th for foreign citizens — graduates of Foreign Students Faculty (FSF) AltSTU with their final subject exam results applied for admission. The admission period and further enrolment in all programs for this category of applicants may be extended by AltSTU admission office.
Application period for distance Bachelor degree programs and distance programs aimed to train specialists for higher professional education lasts from June, 20th till August, 20th.
1.3.3 Admission for foreign citizens to Bachelor degree programs and programs aimed to train specialists for higher professional education is based on the results of entrance tests in accordance with the present Admission Policy at Polzunov Altai State Technical University. The volume of entrance tests vary by course and introduced in Admission Policy to AltSTU.
1.4 AltSTU Programs of Study (Courses)
1.4.1 AltSTU administers admission to training programs of higher professional education on full-time, part-time (evening) and distance basis (Table 1). Applicants are offered choices.

1.5 Entrance Tests
1.5.1 Higher professional education graduates who applied for admission to AltSTU for their further (second) higher education, get interviewed prior to enrollment to the first year of study. The interview is course-related and based on entrance tests taken in a designated program of study. The interview is administered by certifying committees at the faculties and institutes. The interview is regulated by the protocol that lists admission test questions and determines decision-making policy by the certifying committee to evaluate test results.
1.5.2 Certain levels of entrance tests are introduced in AltSTU and vary due to a targeted program (course) of study. The first entrance test of Russian is required for all full-time, part-time and distance programs of study. The second course-related test in the list of entrance tests is career-oriented for further program training. Two more entrance tests in arts are introduced in addition to two required EGE standardized entrance tests for the program training in “Architecture”, “Architectural environment design” and “Design”. The entrance tests in arts: composition, graphics and drawing are administered and evaluated in accordance with Admission Policy in AltSTU in 2014.
1.5.3 All entrance test scores, including entrance tests in arts fall into 100 point scale.
1.5.4 All entrance tests and certification commission services for applicants are offered in Russian.
1.5.5 Applicants have the right to file for an appeal-a letter of dispute in writing that appeals to violation in procedure that led to a lower score or mistake in evaluation. Applicants who have taken EGE standardized entrance tests may appeal to the conflict committee of Altai Krai. All other letters of appeal may be forwarded to AltSTU appeal committee. An appeal is submitted in accordance with Appeal Policy at AltSTU.
For those foreign citizens who apply for full-time, distance and part-time programs of study (specialties) on commercial basis, entrance tests are held in the form of an interview and focus on their courses of study. Course-related results of Olympiad competitions held by AltSTU prior to admission may be accounted for entrance to AltSTU for citizens of Republic of Kazakhstan. All entrance tests for applicants seeking full-time, part-time and distance courses of study are held in Russian from July 10th till July 25th and for those seeking distance learning courses — after August 20th this year.
Entrance tests are scheduled and posted no later than June 20th.
Test results of TORFL 1 authorized by Head Testing Center of the Russian Language for Foreign Citizens may be accounted for entrance test of Russian. Certificates given by FSF (Foreign Students Faculty) upon graduation may be accounted for entrance testing for far abroad foreign citizens. EGE-2013, 2014 are accountable for entrance tests upon the first year of study in all programs of study (specialties) and all forms of study in AltSTU.
